The project set out to: design and devise auditing and certification monitoring system; conduct monitoring, checking and evaluation of auditing and certification operations; develop real-time CCTV monitoring system and measuring equipment linking system; and establish relevant regulations to prevent irregularities and improve auditing efficiency in the auditing and certification process. Several auditing and certification systems were planned and developed, including mobile auditing and certification mode, second-generation monitoring platform, and auditing and certification e-learning platform; the function of inter-checking between the databases of these systems was also designed. Practical operations of each auditing and certification project were reviewed in terms of manpower, the main content of auditing, and the quantity of auditing and certification to determine low quality or invalid audit, verification method, and auditing project, and propose recommendations for the reduction of existing audited items. Suggestions were also made for the benefit of all 2011-2012 material auditing and certification projects. Regulations related to the auditing and certification of regulated recyclable waste and relevant reports from auditing and certification groups were examined and reviewed to submit suggested amendments. The system, implementation, and electronic administration of the auditing and certification scheme were generally enhanced through the effort of the project.
